Can I setup an online bill so I can use a preset % allocation of the amount to categories?

For example: My cable bill includes amounts for internet service and phone service which I split amount 4 categories - internet personal, internet business, phone personal, phone business. I would like to take the monthly bill and automatically allocate it 25% to each category as opposed to making the allocation each time I process the bill.

    Try selecting one of those transactions with the splits and then memorize it using Ctl-m.  You should get the option to save it as percentages rather than amounts.  Verify that by going to tools memorized Payees and it should say %split.

    Have not tried for online Bill, but give it a try.
