How do I add a category to my Renaming Rules list?

I can't find a menu to add categories to my Renaming Rules drop-down list.

    The payee renaming rules and memorized payee select categories are done at the time you download.  You can't change the lists and expect them to change in the register.  To change the category of a given payee in the register there is various ways, but probably the easiest is Ctrl+H which bring up a dialog where you can select to search for transactions with that payee and then select them and change the category at the bottom of the dialog.

    Also to make sure that the renaming rules and and memorized payees are applied to the downloaded transactions make sure these setting are on:
    Edit -> Preferences:

    You don't add categories to renaming rules.

    (Payee) Renaming rules are used to "normalize" the payee or change if for a different reason.  For instance say the payee is:
    Safeway #4343443

    Where that number keeps changing.  You want to add a payee renaming rule that has "Contains" Safeway and changes it to Safeway.

    The part of the process you are missing is the "Memorized Payee List".
    When a downloaded transaction payee exactly matches a payee on the "Memorized Payee List" (except for case) Quicken will use the category in that entry as the category to use for the transactions.

    You can find both of these lists on the Tools menu.

    I've added 20+ payees to my Memorized Payee List, but when I go into Rules the list is the same as before. None of the categories linked to the new Payees show up. (Note: There are no bank transactions to encode. They were downloaded last month and there are no new ones despite the acct being active.) I'm doing something wrong. ;(
