message says there are no uncleared items

i mannually papaer reconcile two of my accounts say that i have nothing to balance when i clearly have not done a paper ( manual ) reconcilation.
Since I have been unsccessful getttig downloads from BMO bank i gave up and have been manually downloading for years.
To go back to downloading will casue duplicate entries from the many many months ago,
how do i resolve this issue

    It's not really clear what your problem is, but if you download using One Step Update, you can delete (perhaps tediously) the duplicate transactions prior to accepting them. This will likely be a one time effort for each account, and you can then go forward.
