Allow someone the option (Tools>Alert Center) to set/define an "alert warning" for savings bond maturity dates. This feature should also allow the individual define how early the alert should be presented prior to the actual maturity date.

That function already exists. For securities tracked in an investment account under the proper CD / Bond / US Savings Bond types, you should be able to set maturity dates.
Enable the above alert by putting in a checkmark in the left column at Maturity Date and set the desired date, either here in the right column or by editing the security detail's Maturity Date field.
Please don't ask how far in advance you'll begin seeing maturity alerts. I can't find that documented in Quicken Help.1 -
That should work as you indicate via the setup. For me it used to work, but now nothing shows up for investing maturity in the show all window yet they show up in the setup window.0

Can you please capture one or more images of the parts of your Quicken window showing the issue (Alerts Setup window and Show All), sensitive information blacked out as necessary to protect your privacy but annotated to describe the situation, and attach the image(s) here?
