Closed accounts should become read-only

By definition no activity should be happening in a closed account.
Any activity in a closed account is "a mistake".
Note though that this feature REQUIRES that you implement the feature to reopen a closed account. Mistakes do happen as in closing an account when you didn't mean it or something strange.
