USAA Not Updating [edited]

For the second time in three months the USAA accounts will not update. Using the chat support function, it said service wait time was 12 minutes, but it took a good bit longer. Why can't Quicken provide the service it promises? And why do I keep getting a "Premium Service" prompt? Is this "bait and switch?

    Thanks for trying to help Studpup. This answer responds to the first failure and not the current one. I had already seen this, fixed it -- sort of -- spent hours clearing the error transactions. This is a new problem.
