    Take a look here: https://www.quicken.com/support/error-your-system-has-blocked-quicken-accessing-following-filesfolders-quickendata-qwrmd
Although for a different file, this may solve your problem. Does it solve your issue?

Thank you for your suggestion, unfortunately I truly have read everything I can find in the Quicken support - including chat with Quicken support - and everything I can find on the web. Just today I found progress of a sort. My system is running Windows 7 with two users - one is my user account which has no password, the other just runs automatics backup and has a password. My discovery is that I CAN run the newly installed version of Quicken as the password protected backup account. I hoped that I just needed to password protect my user account, but that had no effect. I have also tried many variations on the protection on the qw.log file and the Log folder and none of them has been useful. Any suggestions will be appreciated.

    Hello @RLK-Q,

Thank you for reaching out to the Community to tell us about your issue, though I apologize that you are experiencing this.

If you haven't already, I suggest that you perform a clean uninstall/reinstall (this is different from simply uninstalling and reinstalling the program) which will clear out and replace the existing configuration files for Quicken (this does not affect any of your data and/or backup files).

To do so, please refer to this support article and scroll down to the section titled If the steps above do not resolve the issue. Then, open and follow the instructions found in the blue dropdown sections titled First: Download and use QCleanUI and Second: Rename Quicken Shared Folders.

Let us know how it goes!
