I have a loan account which says it is closed but it is not

How can I fix this. I never closed the loan nor does it have a zero balance

If you set up this loan as a downloading loan where information about the loan is pushed into the Account by the lender, then you are at their mercy here.  The theory is that you don't need access to the loan's register in Quicken because the lender will always be sending you the correct information, but in practice that's not always the case.  (There's more than a few posts in here similar to yours where the Quicken Account is saying the loan has been paid off, but it hasn't.)

to get this corrected.  I'd advise simply leaving it as a "manual" loan.
