Do any transactions download?  Like current ones or in other accounts?

Your FI or bank controls how far back you can download. Most only go back 90 days. The rest you will have to enter manually. You might get a greater range of transactions if you go to your financial institution's website and download a different range of dates in a Web Connect .QFX file. If you manually enter older transactions, be sure to adjust the opening balance to account for them as you enter them.

Tried web-connect with up to date quicken starter and bank tried using their web-connect option. The downloaded file from the bank only gives option to close--yes or no when trying to open the file.

OK, so you're running, if I understand correctly,  Quicken Starter Edition.  What BUILD of that product are you running and what's your "Membership Valid thru" date?  Both can be found at HELP, About Quicken.
What type of account are you trying to update?  Starter only supports a very limited range of account types.
Also, what's the EXACT wording of the message that you're getting?
Are you saving this file to your PC and attempting the import yourself?  OR, is Q opening the file when it downloads and attempting to  import it?

just to clarify - you are wanting to download from 8/2019 thru 3/2021 ?
    What bank ?
If you go to the bank online website, and select their "download" screen.... what max date range are you offered ?

    I interpreted that at 8/19/20 to 3/21/21.
    The OP needs to clarify.
