Thank you for reaching out to Quicken Community. I apologize that you are having difficulties syncing with the cloud. To better assist you, I need more information. What error message/code(s) are you getting? Are you trying to sync one file or multiple? What version of Quicken are you using? Is your sync turned off?
To check if your cloud sync is off/on select Edit (top left corner) >Preferences >Mobile and Web.
Once more information is provided, we can more forward with diagnosing the issue at hand.
