Parameter Sync error? [edited]

I have just installed Quicken on my new PC, Windows 10. I get the following error: "The desktop transaction on mm/dd/yyyy for $xxxx was not synced. Parameter accounted must be specified for this request" No idea what this means, or what I can do. Ant help would be appreciated. No problem on old PC before installation

Thank you for reaching out to the Community regarding your issue, although I am sorry to hear that you are experiencing issues with the cloud sync. We are currently experiencing some issues with downloading transactions and syncing to the cloud. We recommend waiting a couple of hours and trying again.
