QFX file access error upon double click

Hi all,
Trying to finally get this resolved, I'm using Windows 10 Home, and after I download my credit card activity in "QFX" format, I used to be able to simply double click and the file would open in Quicken and allow me to import, but now I get the following windows error message - "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."
I am able to import the file through the File Import menu directly in Quicken, but this is more time consuming with multiple credit card accounts.
Any suggestions, I tried creating a new windows user account, both were Administrator accounts, just not sure what is locking me out?

Check if Windows Defender Controlled Folder Access feature Ransomware protection is enabled.
If so, configure it to add Quicken as an "allowed app" without turning off Ransomware protection. Perform the last step in https://community.quicken.com/discussion/7857675/faq-windows-defender-controlled-folder-access
