Tax 1 account and Tax 2 account blank drop downs (Q Win Canada)

I am trying to create an invoice. I have a business Receivables account, and I have a sales tax account.

I have Sales Tax Code Lists defined as well.

For some reason the drop downs in the Invoice Form for Tax 1 account and Tax 2 account are completely blank with no ability to add or modify anything.

Any ideas?

    Can I have you add a new A/R account and tell me if you see the same behavior with the new account as well?
