Target does provide an option for downloading Quicken QXF format on their Red Card. The file downloads but when imported into Quicken it gives the following error “Quicken is unable to complete your request [OL-221-A]”.

The file appears to be valid and contains data when opening it with Notepad. Something in the formatting must be wrong. I have had this problem too ongoing for over a year.

Following in a snippet from the file header, excluding data, which looks valid:

    OFXHEADER: 100
    DATA: OFXSGML
    VERSION: 102
    SECURITY: NONE
    ENCODING: USASCII
    CHARSET: 1252
    COMPRESSION: NONE
    OLDFILEUID: NONE
    NEWFILEUID: NONE

Something in the data must be wrong from Target. Any ideas?

Check the Connection log, it is where Quicken reports such problems: Help -> Log Files -> Connection Log.  Most likely it is some kind of syntax error.  The reported error might not be really clear, but it will be a start.
