Why won't QBM let me enable payment account?

Trying to set up QBM. The list of Payment Accounts for QBM shows no accounts enabled. When I click on Enable and add the information, I get a message "Routing and account information may not be modified because there are payments processing".

How can payments be processing when no account is enabled for payment? I previously used Quicken Bill Pay, which generally worked well. Nothing but problems with QBM; it definitely hasn't provided an "enhanced user experience".
