Better Budgeting

Why can I only set future occurrences of a reminder (be it bill, income or transfer) to one amount, forever? I should be able to set the amount of any future occurrence individually.

We may already create only once reminders.

Only once reminders are not proficient for recurring bills, incomes, etc.

You shouldn't use only once reminders for recurring bills, incomes, etc..  You would use only once reminders when you want to set the amount of any future occurrence individually.

The future occurrences that I wish to set to different values for are for recurring items. Having to setup a once reminder for these is way too much work. For example, say a car payment is $300 per month, but I want to pay more in four months of a year. I should be able to move forward (even if it has to be done in calendar view vs stacked view) and set the ones I want to the increased values. The current version doesn't support that and it should. Example 2, I should be able to budget for projected pay increases over the next several years. There are many more utilizations for this concept.

We don't need to use only once reminder for the examples you provided.  Note: Your examples do not require that you be able to set the amount of any future occurrence individually.

For example 1, create a bill reminder for the four months.
For example 2, create a new income reminder for each year.

Note:  An easy way to create a reminder is to use an existing transaction in a register as a template: right-click and select Add reminder  You do need to careful with split transactions as Quicken will determine the type of the reminder based on the first entry in the split.
