You can't turn them off without renewing.

This was part of Quicken management's "great compromise" to allow people to continue using older versions of Quicken for manual entry after their subscriptions expired: they let you use it, but they are going to constantly remind you to renew. Years ago, they originally planned to simply lock Quicken into read-only mode if your subscription expired; they relented and allowed manual use, but in return for letting you use expired software license, they insist on trying to annoy you into renewing.
