Quicken is unable to update your accounts

Often when I update transactions I receive this message "Quicken is unable to update your accounts" when, in fact the two accounts that I check updated just fine with no issues. Any idea why I get this error messages when there is no error?

This sort of behavior - seeing the OL-393-A error message while still getting transactions properly downloaded - has been reported before, though I can't see where it's ever been explained why this happens.
