Navigation to the webpage was canceled

I am running Windows 10 Quicken R38.29 Build 27.1.38.29. I have just started having problems with Lifetime Planner. When I click Change Assumptions I get an error: "Navigation to the webpage was canceled". I also noticed that I get the same error when I click 'Help' and then 'Log files'. I reinstalled Quicken and the problems has persisted. Need help to fix this problem.

For instance, where are your main/active files located (external hard drive, cloud-based storage, local har drive)?
