What's the cause of a Quicken browser reporting "Navigation to the web page was cancelled?"

I don't remember ever seeing this before and a Google search of
Quicken "Navigation to the web page was cancelled"
came up with no relevant hits.
In my working file I clicked Help > Log Files and got this:
In a test file the this sequence worked properly.

    which also affects the buttons on the Investing > Allocations page.

    In my case, if I switch to different data file, it requires me to login with my Quicken ID and the second file does not have the problem. The problem is still gone when I return to my working file, but comes back if I restart Quicken.

    Quicken browser is currently broken. As are much of R38 & R39. I suggest a clean restore to R37, including restoring a data file from R37 as something changed in the data format.
    Quicken user since version 2 for DOS, now using QWin Premier Subscription on Win10 Pro.

    These features all depend on Quicken's built-in web browser, which was broken by a recent update.

    Ok, I looked at the first post in the link, saw it referred to a Lifetime Planner problem (a feature I don't use) and, prompted by the "It appears that you have encountered this issue" statement, quickly scrolled through the page looking for "my" post.   When I couldn't find a post I'd made to this thread  I concluded that @Jim_Harman had made a mistake with the link provided. 
    Reading the thread more closely I now see similarities to my recent experience - each time I'd logged into my test file for the last few days I'd been frequently prompted to provide my Quicken ID, which was new behavior.  And today when I logged into my test file, without the prompt for my Quicken ID showing up, the "navigation cancelled" window appeared when I tried to look at the Log files. 
    Since I was forced to update to R38.30 from R37.67 if I wanted to continue to receive downloads from Schwab, (thought why that is has never been made clear), and since I basically use only Quicken's "accounting and reporting" functions I guess I'll wait for the update.
    Yep, it does sorta feel lately like Quicken's circling the drain.

    I'm now having this problem too.  Quicken is version R38.30.  If I refresh the page, this error is displayed:

    The somewhat good news is that Quicken has acknowledged this problem and assigned it a number. See this Alert

    this issue has been fixed in R39.17.

    I installed using the Mondo patch and at first it was not fixed, but after deleting the Cache folder as instructed in the Alert, it appears to be fixed. Time will tell if this is permanent, or if R39.17 introduces other problems.

    It definitely seems you need both.  I tried deleting the cache folder while still on R38.30 and it would work for run of Quicken only.  With R39.17 it still working after a restart (once the cache folder is removed).
