Don't create additional format lines for a memorized payee

I have a number of memorized payees that I have set to never auto-categorize and the format line locked so it won't update when I enter transaction data. I always want to downloaded transaction to be put in the register according to the locked format line.
This doesn't work at all. If I take a transaction from this payee and enter split data, Q will create a new UNLOCKED format line for the split data. The next time I download a transaction, that new split line will be used to create the transaction in the register.
This completely negates the purpose of locking the transaction data line in the first place.
Change this so that locked *really means locked* and new transaction data lines will not be automatically created for this payee.
