Thank you for taking the time to visit the Community and telling us about your issue, though I apologize that you are experiencing this.
Have you tried uninstalling/reinstalling Quicken? Please refer to the following support articles for instructions on uninstalling here and reinstalling here.

Next, I recommend that you please try uninstalling once more, except before reinstalling, please open your Windows File Explorer and navigate to This PC > C: Drive > Program Files (x86) and delete the folder titled "Quicken" (doing so does not affect your data files). After you have deleted this folder, go ahead and try reinstalling again.

I have done it again (uninstall + install)
Could not find a Quicken folder to delete after uninstall
Same result
Still getting the same application error message
Quicken won't start

I've deleted the 2 Windows updates and my problem is solved... for the moment
When should I reinstall the updates?

@JP1 - If you haven't done so already, please click on the link that @chris_QPW provided in his comment above. What you are experiencing is a known Windows error that happened after 2 windows updates were posted on 5/10.
