Provide an offline mode selection option at Quicken startup for local datafile access.

Please provide a offline mode startup option to allow Quicken to access a local datafile without an internet connection.  Currently Quicken makes the user have to go through inconvenient workarounds to access a local datafile if there is no internet connection.
Please make it an easier selection option than having to do workarounds.
