Add prompt to setup payment transaction when an account has been reconciled (Q Mac)

When accounts are reconciled now, you have to remember to add a payment transaction to account for the payment.  This happens all the time with credit card accounts.  Please add a prompt to establish the payment transaction once the account is reconciled.
