Vanguard 401k account updates successfully via Direct Connect but does not download the transactions

I have seen several discussions (answered / closed) on this topic and one of the workarounds that was suggested actually works.

The workaround is "reset DTSTART by using the Tools>Online Center>Cntl+Contact Info"

My question is if this workaround works, it is clearly a Quicken issue and why can't this be fixed permanently?
