Transaction exchange rate cost basis in capital gains report are all wrong

I use cad reporting of US stock purchases using transaction exchange rate check box.
The proceeds is correct but the cost basis is not even close.
When i go to the date it shows as the matching 'bought' of the shares sold, the cost basis using the exchange rate on that day is off alot. I don't know how Quicken is calculating the cost basis.
Also, if I sell say 250 shares, it matches it with a date in the past but that date may not have had exactly 250 shares bought. It seems to aggregate something together but cannot understand how it calculates the cost basis.
Anyone have this issue?
