Re-linking accounts on a new laptop

I recently had to move Quicken (and everything on my laptop) to a temporary laptop while my primary is repaired. Loading Quicken and accessing the file was not an issue. However, the One-step update keeps getting hung up. Having seen this issue before with issues in the past, I began to download each account individually. In the accounts that successfully download, I have to re-link the transaction file with the proper account. Is that normal? Second question: I have a number of accounts that still get hung up, particularly any credit card being processed by Citibank Retail Services. Is there a separate issue with some one-step downloads or is that also related to my laptop move?
