Thank you for reaching out to the Quicken Community, though I do apologize that you are experiencing this issue.
I have located a support article that discusses some troubleshooting steps to take when presented with an OL-301 error message. You may follow this link to access that FAQ. Keep in mind that it is recommended to save a backup before proceeding with troubleshooting steps (just in case).

Seems to have fixed itself later in the day. Someone unplugged the server over at USAA apparently. lol0

I have the same problem. Waiting for Quicken to fix. May require a week or more.0
Issue existed a 7am CT 01/09/2023 and continues to exist at 6pm same day.0
First experienced the current OL-301A problem at 6:00am ET today, 01/09/2023. Still occurring at 7:45pm ET today (01/09). Hopefully this is not indication of things to expect with the new USAA change that is coming up!0
As fate would have it, successfully downloaded from USAA at 8:05pm (01/09)! Go figure!0
