I believe that you may be seeing issues that are connected to your update to version R46.12 as noted in several recent threads.
I suggest that you revert to a prior version - R44.28 - by following these steps:
1) Backup your Quicken datafile;
2) Close out of Quicken; then copy the Link below and paste it into your browser
https://assistant.quicken.com/patch/QW27.1.44.28MPatch.EXE?_ics=1668880738587&irclickid=~fe79Z649572XY5X2459d6XY36Y459cb5-ebgh9~21VNMKFzvojf8
3) This will start the download of Quicken version 44.28 to your computer.
4) Once the download of has completed - locate it (likely in your Downloads file). The filename is "QW27.1.44.28MPatch";
5) Double click on it to install the download and once completed, restart Quicken.

Quicken Update Membership R46.12 2023_0112. Memo missing when editing Memorized Payee List.
l need this fixed. I have been using quicken 2017 and never had troubles than my hard drive failed and I cannot get it installed on the new hard drive so I purchased a membership and now I am having problems. Wow!0 -
To go back, install the previous patch install (works as long as you don't have to "reverse patch" too far into the past):

I see Memo in the Memorized Payee List in R46.12 and it can be made to work if you're careful.But there is a new bug. You can edit the memo and it will save correctly. But the next time you edit the same transaction, the memo gets cleared in the dialog and will be wiped if you save the transaction that way.Congratulations, @pb4862hop, I think you're the first to report this new bug.EDIT: Nope, this was reported a little earlier.Quicken user since version 2 for DOS, now using QWin Premier Subscription (US) on Win10 Pro.1

Version R46.12. Tools>Memorized Payee List, when selecting an existing payee for editing with text in the Memo field, the Memo field is blank in the pop-up edit window and does not display the current value. If saved, the current value is deleted. If cancelled, the current value is preserved.0

I cannot replicate the behavior that you are describing above. I am able to edit the Memo field (as well as other fields) even when the entry is "Locked", and it remains edited, even after closing that window and reopening it. I believe that this is the proper behavior.
That could be because I am not on the same version as you. Or, it could be related to an issue with your datafile. You might want to try a file validation to see if that fixes it. If you do, make sure you have a good backup file first.

Reverted to an earlier patch by 3 weeks and still have the problem. It's all quicken files for 2021, 2022 & 20230

Version R47.7 still has this problem. When editing a memorized transaction, the memo field is blank in the edit dialog (it shows in the memorized transaction list). I have to re-enter the memo field or I lose the info. This needs to be corrected.1

Having the same issue. Back to R44.28.
This along with the previous issues with the "lagging" file performance.

I am on 47.15 and have the same issue. Go to "Memorized Payees". As you scroll the memorized payees, the memo field shows properly. When you edit a payee (let's say a payee spelling correction for example), the memo field shows blank. If you save edited payee, memo filed is gone(blank). If you cancel, it is still there. And no - I don't want to attempt to revert to an older release! How long before this issue gets corrected? This thread has been complaining about this issue since January 13th. come on Quicken!1
