Allow scale settings for Projected Balances

The current scaling makes no sense - for example, for 90 days out, I have no negative balances, but the scale reads from -2.5X to +0.75X the max positive value. For next instance, it goes out less than 60 days, and the scale is 0 to 10X the max positive value. Either way, the data is compressed too much to be valuable as a graph.
