Auto Download from PayPal is Memorizing Payees

I have "Automatically memorize new payees" turned OFF. Downloaded transactions from all other accounts DO NOT auto memorize. PayPal transactions show up in my Memorized Payee List. I have HUNDREDS. I have been deleting them periodically. Anyone know why this happens and how to stop it?
