Costo Citi card only downloads one person's transactions

We are sorry about this problem with reconciling accounts. Thank you for asking about this here on the Quicken Community.
To be clear, are you only noticing discrepancies in the Reconcile window, or in the Registers, as well? Also, when did this begin? Have you tried restoring from a recent backup? We recommend saving backups frequently by navigating to File > Copy or Backup File... in the upper menu at the top of the screen. Provided that this has been done often, you should be able to restore from a backup that was saved just prior to when this issue emerged by navigating to File > Restore from backup... in the same menu. I am curious about whether or not this problem continues in the restored file.

The transactions are missing from the registers as well. This must have started in the past month since it wasn’t an issue for me when I reconciled the previous statement.
Though I backup every few days, I’ve done enough other work in Quicken to make it not worth restoring just for this issue.0

Do you get one statement for this account, or two? Also, it sounds as though the accounts in question are not a part of any joint account, is that correct? Also, have you tried manually adding user B's account by selecting Offline Account in the lower edge of window that appears once you have clicked on the Add Account button denoted by the '+' symbol in the upper left-hand side of the screen, then selecting the Account Type and the other account information, and creating the account by clicking Finish. You can then try to add the account to online banking services by going to Tools > Account List and clicking on the Edit button in the row associated with this manually created account, and then navigate to the Online Services tab and click on the Set Up Now button.
