Where did savings goals tab go??? Where did Planning Tools tab go?

The savings goals and planning tools tabs aren't where they used to be and I cannot find them. I'm wanting to add a new one and am trying to figure out if this tool has been eliminated with one of the recent updates.

Alternatively, you can also drag and drop screenshots to your response if you are not given the option to add attachments.
