Robust process for the creation of a duplicate database is required

I was recently told that my database was corrupted and walked through the creation of a new database by Quicken's excellent support. (This was after a Super Validation of the database with no errors) This involved the creation of a blank database, followed by export, and import steps. I was then asked to enable automatic download for the accounts. I pointed out that a significant part of my database had not been recovered to the newly created database. Items such as Reports, Memorized Payees, Scheduled Transactions, and various settings were missing.
What is needed is an actual process that will create a clean database with all original settings and database contents. (Such as Reports, Memorized Payees, Scheduled Transactions, etc.)

I think it would be more useful for Quicken to implement this Idea.

I agree that this could also be a solution to a corrupt database - One of these solutions is needed now or quicken will eventually become unusable:

Need a tool to really, truly, repair data corruption0
