Cannot add new Citibank accounts in 2023

I was having issues with my current Quicken file. So ... I created a brand new file. Then I tried 2 different citibank login ID's. Both get the same error message. Of course I verified both login ID's at Citibank.com website ... the login credentials are correct.

Quicken Support said it's Citibank's issue. Citibank says everything looks find on their side and it's a Quicken issue.0
