Budget Feature Request - Stop rolling over last year into January automatically

Please STOP automatically rolling over last year into January. Or provide a way to set all the RollOver for last month to zero for all categories for Jan. Its an annual budget, for goodness sake! i never heard of rolling last year's overages / shortfalls into this year's YTD Budget.
