Not sure if this is going to help, but since Q uses IE (no matter what your preferred browser is), you might try starting IE, clicking Tools, Internet Options, Advanced, and UNchecking all SSL options (they're pretty far down the list) AND unchecking TLS 1.2 The reasons for unchecking the SSL options have to do with the recent POODLE SSL exposure ... which is appearing in QM2007 as OL-290 errors.
