not responding?

I am experiencing a lock-up of Quicken when I try to enter a new online repeating payment. I go to TOOLS -> ONLINE CENTER -> REPEATING -> CREATE NEW -> BILL REMINDER -> then I select the payee to make the payment to and click next. When I click next it goes a windows error message that Quicken is not responding.

    Have you tried Tools -> Manage Bill and Income Reminders ?

    Tried.  Same result.

    Using home and business 2013 with windows XP.  Did not occur with previous version.  All updates applied.
