By most accounts, Quicken 2015 is not ready to match the features available in Mac 2007, The "upgrade to Mac 2015 (in 2014) is not a viable option. C'mon, Intuit!! This is brutal.

Not sure why you are having trouble with web connect. In my case, I do get an OL-248 error when using Web Connect (a related bug) but once I click OK on the dialogue box, the data still downloads ok.
I am in Canada, so not sure if that makes a difference.
Meanwhile, here is background info that another user (macuser_22) supplied:
"It is probably due to the POODLE vulnerability that was discovered and published 5 days ago by Google (https://www.us-cert.gov/ncas/alerts/TA14-290A)
US-CERT (Department of Homeland Security) says: "There is currently no fix for the vulnerability SSL 3.0 itself, as the issue is fundamental to the protocol; however, disabling SSL 3.0 support in system/application configurations is the most viable solution currently available."
Thus the recommendation is to turn SSL 3.0 off in servers, which is what banks (and apparently Intuit) have done.
Since QM2007 can only use SSL 3.0 (the code was written before TSL existed), QM2007 cannot connect to any server that has SSL 3.0 disabled."

The announcement was written before the Intuit server itself started refusing SSL 3.0 connections (Sunday morning, Oct 19) so at the time the announcement was issued it was still possible to switch to Web Connect, now it is not.
I had to remove the old connection but when I downloaded the Web Connection file, it prompted me to select the appropriate account, then downloaded the data. The only problem I keep having is OL-248 errors, that are more of a nuisance, since they do not block the data. Not sure if this process is different and if it requires having to go through the Intuit servers.

In your situation, since you are already using Web Connect, it should continue to work. In my case, my account is set for Direct Connect so any attempt to change the connect type to Web Connect tries to make a SSL connection to the Intuit server which fails so the change to Web Connect cannot be made.
Are you in the US, Canada, or elsewhere? Are you using QM2007 original, or Lion version, or something else?

I am using the QM2007 with Lion "upgrade." I am running the mountain Lion operating system (10.8x). After a few glitches, I got this to work, although I have to turn off my former "online" access to reconcile each file/account.
Now, if I want to now download, say, credit card transactions from my bank's website, my file choices are: QIF, QFX, QBO... All of which generate an error on trying to "manually" import into a QM2007 (L) account.
direct connect is now working for me for most, but not all, of may accounts
