error OL-301-A keeps stopping me from updating just my bank accounts?

I have been in touch with the bank and they tried some trouble shooting and it did nothing. I even tried deactivating one of my accounts and reactivating and now it will not reactivate. I have registered my computer with the bank online and it says all I have to do is turn quicken on to activate but it is not working. I have 2013 and have not upgraded to 2014.
