I just confirmed with my Quicken Mac 2007 (v16.2.3) that my Discover card updates without any error. Running on Mac OS 10.11.5 (El Capitan).
If this were a Quicken, bank or Intuit server issue, all Discover customers using this same product version would receive the OL-290 error message.
Since it's not affecting all Discover customers, there's a user-/system-specific issue to be addressed. Ensure your operating system is up-to-date on its security certificates; Apple menu > Check for Updates.

Upon trying to update today OL-290 did not happen. Must have been a one day problem with Discover and me. Thanks for your comments. p.s. OS X 10.11.5 is El Capitan!
