Your "send message" capability is down. You can't send a message without selecting a reason/topic, yet the drop-down for for reason does not work

And where, in Quicken, does this happen? More details, please.
Or are you asking about posting messages here in this Community?

    Can you please
capture one or more images of the parts of your Quicken window showing the
issue, sensitive information blacked out as necessary to protect your privacy
but annotated to describe the situation, and attach the image(s) here?

The Windows Snipping Tool (available with Windows 7 and up) can be used to
capture a partial screen image and save it to a file.  Microsoft Paint can be used to annotate the
    image.

To take a screenshot in Mac please see https://support.apple.com/en-us/HT201361

Please create image files of type PNG, JPG or BMP only.

To attach the image here, start composing your reply. At the bottom of the text
    entry window you'll see a row of icons beginning with B I U S

Click the camera icon (not the video camera icon). It will allow you to select
and upload the captured image file from your computer. The captured image will
be inserted at wherever the cursor is located in the text.

I've encountered the same problem, which I'll try to explain with a bit more clarity. The problem isn't with Quicken, it's on the Quicken BillPay web site. Log in there, and select the Messages tab. There, click on the "send a new message?" link. That pops up a new window, with 3 boxes: (1) Reason for enquiry (showing the text "Select a reason", followed by a drop-down arrow); (2) Subject; and (3) Message.

When you click the drop-down arrow, the only text that appears on the drop-down box is "Select a reason". One would expect it to show (e.g.) "Bill not paid", "Problems with profile", or something of the sort.

The REAL problem, so far as I am concerned, occurs when (as I did) you choose "Select a reason", and then you type a loooooonnnnngggg message -- and then you click "send message". What happens? You get an error telling you that you can't send a message without selecting a reason - AND ALL OF YOUR CAREFULLY-TYPED TEXT HAS VANISHED.  AAggggghhh.
