Is that "try again later" preceded by a message "File in use"? Are you running a cloud backup program (e.g., MS OneDrive, Dropbox, etc) and are you allowing said backup program to access the active Quicken data file? If yes, reconfigure your cloud backup program to NOT access the active Quicken data file. Instead, make it access the Automatic Backup file created when you close Quicken.
