I recently closed a credit card account and am almost ready to close my Quicken account for that cc.
Is there a way to download the remaining transactions before I close the Quicken account?

In my opinion, there really is no benefit to closing an account in Quicken.
To answer your question, as long as the financial institution allows access to the account data, you should be able to download and import the data into Quicken. We are not able to import data into a closed account using the Direct Connect, Express Web Connect, or Web Connect connection methods.
