If the account doesn't show up on the "list of accounts found at the bank" when you're trying to activate it, the bank's support center or you at the bank's website need to enable it for downloading or the bank doesn't support downloading for these account types. or
the account is so brand new, it hasn't even been set up at the bank yet.
For the time being, until you can find out the exact reason, I'd set this up as a manual account in Quicken with a $0.00 balance. You can always activate it later, if that's possible.
HMMM, because UCBI does appear to support downloads into HELOC accounts ...
Just curious - what did you look at to see if this would download ?

Yes, there is an Export function in the transaction list.
We offer export capabilities for Quicken,
Quickbooks and Comma Separated Files. Select your account number from
the Account Summary page. Select Filters. Choose Custom Date and enter
the dates. Select Apply Filters and then, select Download above Apply
Filters. Choose Quicken or QB.
When I went to tools to set up a new account I selected HELOC and selected UCBI.com to find the account. When uchi came back it only displayed my 3 checking accounts.
