Fidelity NetBenefits - Error OL-295-A - might be VPN usage related

Message: Your financial institution has rejected this transaction. For more information, contact your financial institution. This started in the past week. I can use my credentials to manually log into the website and view data. Quicken is no longer able to connect. I also deactivated the account and receive the same information. Quicken is not able to communicate with Fidelity.

It would be nice if Quicken would let me cut/paste the error message so I don't have to type it in manually when contacting Fidelity.
Are we shouting at the darkness here? I don't see any response and/or solution.
and just did a One Step Update to Fidelity Investments and Fidelity NetBenefits...
all is good - 6 accts - mutual funds, IRAs, 403b -

Want to add that Roth and 529 Fidelity accounts work fine.
Fidelity 401k however fail with OL-295-A

Fidelity NetBenefits still not working on 401k accounts.
Still not working for Fidelity Netbenefits 401k accounts on 9/25
So its still not clear, who has to fix this problem Fidelity or Quicken?
Can anyone from Quicken please answer?
