Can't close Quicken - "one step update in progress"

Unable to close Quicken - get a dialog box saying "one step update in progress. Please wait until it finishes before exiting Quicken."
Only option is "OK" button.
When I pull up one step update summary from menu, it indicates "One Step Update complete".
When I initiate a one step update, it keeps looping back to the one step update settings dialog.
I'm not using Scheduled Transactions.

Using Quicken Premier 2019 R22.17 Build on Windows 10 v1903

    Ended task with Task Manager, was able to open, update and close Quicken the next day.
    Just a one-off issue peculiar to my session?

    Disregard previous comment; it's happening again.
    I suspect the problem may be linked to a couple of credit card accounts from the same institution that had 506 errors. I was able to clear one, but not the other, and I suspect Quicken may somehow be spinning in the background trying to reset that account.
    Will try ending task & re-opening Quicken & run a bunch of different scenarios to see if I can isolate the problem.
