I have a similar problem. One of three PNC Bank accounts does not display any online balance. Selecting the "Balances" button in the reconcile dialog displays message "Online Balance as of %%1", which makes no sense. I have disabled "reconcile using online balance" and must manually reconcile this one account. I've had this problem most of 2019.

How are all three of these PNC accounts connected for downloading? Express Web Connect, Direct Connect or Web Connect? Look in Tools / Account List, in the Transaction Download column for these accounts. What is the account type of the account giving you problems? Checking, Savings, etc.?
Every time I update any one of the three PNC accounts, all three are updated. The account list shows "Express Web Connect" for all three accounts. The account type "Interest Checking" does not properly download the online balance. The accounts of type "Premiere Money Market" and "Cash Rewards VISA" download the online balance with no problem.
If you haven't done
so already, I'd say it's time to call Quicken Support on the phone and request
help. Let them do a screen share session
with you to review a download log file on your computer, to determine the nature
of the problem and to figure out how to fix it. This looks to me like a problem that needs to be escalated to and fixed by the Express Web Connect team.
