    Just checked - and I doubt that your - QUSER.INI - file is marked as R/O -
    as that would prevent Quicken for saving the info regarding the "last file used"...

    What is the path to the folder that contains your Quicken data file? Do you have Controlled Folder Access enabled in Windows Defender? Are you using OneDrive, Dropbox or Google Backup?

    Sorry for taking so long to respond.
    What is the path to the folder that contains your Quicken data file?
    Answer: c:\program Files (x86) > Quicken > QW.exe
    Do you have Controlled Folder Access enabled in Windows Defender?
    Answer: No
    Are you using OneDrive, Dropbox or Google Backup?
    Answer: No

    Whether I click on Start > Quicken > Quicken or
    I go to c:\program Files (x86) > Quicken > QW.exe
    I get the same screen: That says
    "Welcome I'm New I'm upgrading"

    That's where your Quicken program is stored.  He wanted to know where is your data file.  It ends in .qdf. It should be in your Documents then in a Quicken folder.

    I'm staying on Quicken 2013 Premier for Windows.

    Is L:\ a mapped drive? Have you tried moving your Quicken data file to C:\Users\,Username>\Documents\Quicken?

    Have you tried moving your Quicken data file to C:\Users\,Username>\Documents\Quicken?

    Answer: No due to that is irrelevant seeing is on my other two PCs Quicken data file is located on other drives/directories then C:\Users\,Username>\Documents\Quicken and they work fine. It is only on this one PC that is giving me what I call the "Start up screen" All three PCs are Win 10 running same build number. I have uninstalled, ran the "Quicken cleaner", run a Reg cleaner, rebooted, reinstalled three times with the exact same issue/result.

    Quicken does not remember last used data file name

    • Make sure that the data file name does NOT have a blank space at the end of the name portion, e.g. QDATA_.QDF (where the underscore represents a blank space)
    • Check to ensure that the file QUSER.INI  in
      C:\Users\your_username\AppData\Roaming\Quicken\Config
      (or C:\Users\your_username\AppData\Roaming\Intuit\Quicken\Config in older Quicken versions)
      is not set to Read Only. Your Windows User Account must have proper security access to this file and all subfolders and folders above it, all the way up to the root directory.
      This file contains the list of recently used file names.

    Also check if Windows Defender feature Ransomware protection is enabled.
    If so, configure it to add Quicken as an "allowed app" without turning off Ransomware protection:

    Answer:Is not found nor is it found on my other two PCs that have no issue.

    Answer: It is "Read Only" just like on my other two PCs that are not having this issue.

    What is the "L" drive -
    and do the other 2 computers also use L: for Quicken ?
    We are trying to step by step rule out various things -
    What if you just create a New Quicken File on the local C: drive as a test to see what happens..... and if Quicken remembers that test file -

    Answer: My apologies, it was RO. I cleared it, rebooted and Quicken works like it should now! Also "L:\Financial" is a "thumb drive I like to back important things to three different places just to cover myself. TY so much for being persistent!

    Thanks for telling us the solution to this puzzler.
    Please note:
    If "L:\Financial" is the location of your active Quicken data file I recommend you move it to the C:-drive's \Documents\Quicken folder. External drive locations as well as networked drive locations are not supported by Quicken as the location of the active Quicken data file. You can set up Quicken to send your backups to the L:-drive, however.
