Do you mean Mozilla Thunderbird? I don't know if Quicken 2017 H&B works with Thunderbird (especially if it's 64-bit). I use Outlook 2010 32-bit and I can send invoices with no problem.
Have you gone to Settings --> Apps --> Default apps and checked the default Email app?

Have you tried making the Windows 10 mail app the default email app?Quicken Subscription HBRP - Windows 100

You're using the now unsupported Quicken version 2016. It requires a mail program running on your PC which is a 32-bit program, Outlook or any other 32-bit email program. I don't know if the Windows Mail program available under Windows 10 comes in a 32-bit version. A mail program running in 64-bit mode will not work. The current Quicken Subscription (aka Q 2020) does not require a PC-based mail program any longer. The programmers changed the process. Emails are now sent via an Internet-based third party email service.0
